The Xoanon wish to sue the Federation for peace. They are sending a diplomatic delegation to Starbase Haven to work out the terms. Have they taken the first steps towards becoming socially mature and maybe joining the Federation?

The way I see it we have a few different sects coming in this ambassadorial group.

* The Politician - They are here to listen to their own voice, and to waste our time giving the other groups time to do their own thing.
* Tech Thieves - hardware, any kind, big small anything they don't have, even a hand phaser will make them happy since it will tell them how a phaser works. They will beg, borrow, buy, or steal it.
* Info Thieves - same idea but higher goals, they want data, some of the planet's best hackers are in this group and they want to get what ever they can get, for example they would love to download schematics on the Indefatigable, phasers, transporters and many other devices we take for granted. Or Starcharts, galactic history, ship/station access codes, pretty much anything.
* Black OPS Tactical Group - These guys are out to destroy the station. Not petty terrorism, but hard core destroy the station. Both while their people are still on it and delayed action to blow at a later date.
* Sleepers - These guys are closer to chameleon then regular lizards, their skin can change color to blend in, their whole plan is to stay behind when the group leaves, they are trained to stand in a group and not be noticed, so when they no longer are in that group they are not missed.

* The Command staff and Counselor will be involved with the Politicians and the peripherals of the rest.
* Security, Marines, Shock Troupes I will let you work out who takes whom.
* Engineers need to get Main OPS finished and also will have to deal with thieves that are willing to steal a part out of a live circuit, or repairing damage done stopping one of the other groups. Also you might start getting the SCE team to repair the Hesperus (I am not going to say we will need her in a future mission, but we will need her in a future mission)

Welcome to Star Base Haven. Haven is a Space Dock class Starbase situated in the middle of a sector that has both natural storms, and three non-Federation races that fight between each other. Unfortunately they also trend to piracy and commerce bursting. That is where Haven and the Federation come in...
